In a shocking incident, an infant undergoing treatment at the neo-natal intensive care unit (NICU) at the Government General Hospital (GGH) here was bitten to death by rats on Wednesday19-08-2015
The rodents bit the left eye and fingers of the 10-day-old baby boy in the early hours of Wednesday. His face was also scratched. In the morning, the parents were horrified to see the boy bleeding profusely and rushed to the doctor on duty for help, who allegedly did not respond to the emergency resulting in the death of the baby. "My son was not killed by the rats. He was killed by the doctors and staff at GGH," said Chavali Lakshmi, the mother. She alleged that the authorities at GGH did not bother to prevent the entry of rats into the children's ward despite their repeated requests and pleas.
Some patients of the hospital told TOI said there have indeed been instances of rodents attacking infants, but the authorities did not bother to take steps to check the menace. When contacted, GGH superintendent T Venugopala Rao said he would inquire into the incident and take action on the errant staff.
"It is an unfortunate incident. We set up a rat mesh in NICU soon after receiving complaints about the movement of killer rats. We did not expect that it will take this turn," said Dr Rao.
Who will hold responsible?
Everyone in the society is responsible for this and it is quite unfortunate incidence. With this we know that how much hygiene is there in Government maintained hospitals and it is not in the case of Guntur and it should be an eye opener to all the Hospitals and we talk about Swachh and Cleanliness. The present the RMO will l be held responsible and he will be being the head of the unit and it lies moral responsibility that he should see that the surrounding should be kept clean indisputably, the incident has to be condemned by all sections. But the moot question is who’s to be blamed and who’d take the responsibility?
Who will take the resposiblity like ICU caretakers or hospital administration or government officials or health ministry or AP Chief Minister or the boy’s parents? Who’d be held guilty of the incident? Where will the buck stops? Though State government and health ministry responded on time and suspended few officials and ordered probe, the possible outcome of the inquiry would be pointing fingers at soft targets.
Out Come of the Incident:
Following public outcry over the incident, the CM expressed his dismay and ordered for the suspension of three staffers including in charge RMO of the hospital.
Explaining the same to the mediapersons later, Kamineni Srinivas said that the incident was shocking and he was most moved by it. He asserted that measures were being initiated so such incidents do not recur anywhere in the state and the government hospitals will be strengthened to this effect as well. For complete sanitation overhaul of the Guntur Government General Hospital, the government had sanctioned `3.30 crore and necessary powers were entrusted to the district collector. The contract given to the third party for maintenance of cleanliness and sanitation works in the hospital had been terminated, he informed.
Conclusion:
We react something happens but we will not take the measures to control such incidents. All the head of the departments are least bothered about the sanitation and the concerned health ministry should check periodically and should assure all kind of financial assistance and anyone who is not attentive nor gives least importance to the duty he should be immediately suspended.

మన ప్రబుత్యము స్వచ్చ భరత్ ముక్యంగా హైదరాబాద్ ను సమర్ధవంతంగా అందరు అత్చర్య పడేలాగా తీర్చి దిదాలని అనుకుంటున్నది . దీని కోసం 400 గవర్నమెంట్ ఉద్యోగులకు శిక్షణ సమర్ధవంతంగా ఈవాలని బావిస్తున్నది . 400 వార్డులు ఘ విభజించి ప్రతి వార్డుకు ఒక ప్రత్యైక అధికారిని నీయమించలని వీరు కాలనీ సంక్షేమ సంగాల తో మరి గ్రేటర్ హైదరాబద్ మున్సిపల్ కార్పొరేషన్ పరిశుధా ఎంప్లాయిస్ తో సమన్యముథొ పనిచేసి మన హైదరబాద్ రూపు రేకలు మర్చలిన్ అనుకుంటున్నారు . ఏది చల్ సుబశుచాకము . మనము తెలంగాణ ప్రబుథ్వమును అబినందిన్చాల్సిదే. మన ప్రధాన మంత్ర్హ్రి అక్టోబర్ 2 న ప్రరబించిన స్వచ్చ భరత్ మన రాష్ట్రంలో ముంద్నాజ లో ఉన్నదీ అనుటలో సందేహం లేదు . మన ముక్యమంత్రిని మనము మన్స్పూర్తిఘ అబ్నందిన్చావలసేందే .
The Telangana Government under the able Leadership of Mr Chandrsheker Rao finally planned for Swachh Hyderabad (Clean Hyderabad) launching its plan from May 16 th . On May 6 th it has been decided to give training to 400 GHMC officials on the Concept. Complete Hyderabad and Secunderbad city will be divided in to 400 wards and each ward will have nominated head in association of the local people and the Welfare associations not exceeding 15 members they will work out a strategy to Clean up Hyderabad.It is interesting to note that around 100 vehicles will be deployed for exclusively for the Garbage cleaning.
We wish that the initiation of the Government is a welcome sign and should not be on paper and should be properly implemented,
We should appreciate our Prime Minster for bringing awareness and involving all the states of India and each state Government is doing their best. If the Mindset of the people change it is quite possible to see a " Clean Hyderabad"

Swachh Bharath Abhyan (SBA) : its Importance and the Role of citizens and Elected Respresentatives

Swachh Bharath ( Clean India) initiated by Our Prime Minster of India Sri Narendra Modi garu on 2nd October is gaining momentum in all towns (4041 )of India. Irrespective of the caste creed and religion and even in fact the other political parties are also welcoming the wonderful programme.
He did not simply announced the SBN (Swacch Bharath Nirman) but he also made the Brand ambassadors in all most all state of India and it is really a welcome sign. People or the followers are associated with the prominent celebrities and they are doing yeomen services….
Mahathama Gandhi Said after a visit to Banaras Hindu University of Varanasi on 4 th February 1916:I Visited the Vishwanath Temple, last evening. If a stranger dropped from above on this great temple, would not be justified in condemning us? Is it right that lanes of sacred temples should be as dirty as they are? If even our temples are not models of cleanliness, what can our self government be? We do not know elementary laws of cleanliness. We split everywhere. The result is indescribable filth.”
But one has to do lot more…..
The mindset of the people has to be changed considerably otherwise and it will be very difficult task and every citizen of India should take this very seriously and one should set an example for his own house and to his neighborhood until and unless we cannot make Clean India……..
Why we fail in keeping our surrounding clean basically for few reasons….
1.The mindset of the people has not changed and everyone wants to keeps his home clean and throws all dirt and filth outside the roads. He himself feels comfortable that he has kept his home clean that matters him and he will least bother about his immediate surroundings.
Solution:1: Once we convince him what damage is doing to the society definitely he can change his mind set for which the local colony welfare associations should take a lead in educating these people…
2. Mostly we can find dust and garbage where we can find at vacant plots. The colony people take it granted that they select these plots and they throw all waste garbage in to this plot..
Solution:2: We have to identify these vacant plots and should approach the house owner to keep the fencing or we can advise him to inspect his plot every often or he can give his plots to nearby welfare associations for utilizing these plot for a better and constructive purpose on nominal cost…
3.The GHMC has introduced garbage collecting rickshaws in all most all the colonies of Hyderabad and Secunderabad. These people collect daily garbage and they collect from each house hold rs 100 per month. No doubt these measures proved very successful as per as colonies are concerned. These rickshaw pullers dump this garbage in selected places from these places the GHMC can come and collect these Garbage’s
4. The problem comes from the people who cannot to afford to pay rs 100 to the garbage collection boy and they would like to throw these Garbages on the roads before the empty plots or on public places like parks, temples, schools
Solution:3 and 4 The remedy here again comes the role of welfare associations and Youth associations if they can lead in educating or what harm it is going to happen then people will realizes and they can change their mindset hopefully….
We have elected our representative to look after the betterment of locality in providing safe drinking water, good conditioned, clean roads and bye lines. It is the responsibility of the GHMC to look after the inconvenience caused to the public in particular. They should feel this responsible to clear all garbage’s on priority and on regular basis.
Solution 5:The GHMC and the elected representative (Municipal elected Representatives) should make a surprise visits to these localities and if they found any such garbage is thrown on the roads they should instruct their subordinate to clear the same
Solution:6: An help line number has to be provided zone wise exclusively for the clearing of the Garbages and it should be given to all the residents of the locality….
Most of the Government Office, Hospital, Government schools and Central Government Office we can find dumping of the garbage everywhere and it is very difficult of find good and cleaned toilets .Each of these offices have the staff for exclusively for the purpose but no one is bothered to look after these issues seriously, They bother about their salaries as they are getting in time or not. Mostly we can see in hospitals we find most unhealthy conditions
Solution:6: The concerned Head of the office realizes about the importance of cleanliness and he/she should be particular about this issue and then only things will change in a positive direction. Every month one day they should organize exclusively for the cleaning of the premises collectively. It is not for the sake of Mr Modi we have to do it and it is our minimum responsibilities that we should keep our surrounding clean and that to in hygienic conditions….
SHS: One NGO Organization Swacch Hyderabad Sena (SHS) of Hyderabad is formed under the leadership of Mr Kishore Vasudevan and they have a pilot project to be taken up at Maredplly and they would like to extend the same in other parts of the city in near future. If their aim and objectives in bringing back to Hyderabad really Swacch Hyderbad (Clean Hyderabad) and every one will be appreciated their efforts. Let us whole heartedly welcome the Group…
